Donald seirer i valget av ny ordfører i Andeby. Siden han har lovet velgerne å være beinhard mot enhver form for kriminalitet, tar han alle pengene som skulle vært brukt til veier, skoler og slike trøtte greier og bruker dem til å utvide politikorpset med 2000 mann. Deretter bygger han verdens mest kostbare fengsel som minner mer om et luksushotell. Snart utsettes Andeby for en kjeltringinvasjon fra hele landet.
