Don Winslow orchestrates a plan to eliminate the Renegade and his pirate organization by planting bombs aboard their plane. After his team successfully evacuates civilians from a theater where the Renegade's men have gathered, Winslow and his allies pursue the enemy to Alaskan waters, where they destroy the pirate base and ship with their explosives. The issue also includes a backup story, "Adventures of R.C. and Quickie," in which the two characters rescue people from a theater fire and prevent a panic, followed by an advertisement for Royal Crown Cola.

Don Winslow infiltrates the Renegade's operation by posing as a recruit, only to be discovered and trapped—the cunning villain sets him and a fellow officer adrift in a sabotaged boat headed for the ocean floor. After a daring escape, Winslow tracks his quarry across the Alaskan waters, where the Renegade has seized control of a ship and established a pirate base on a fog-shrouded island. The hunt culminates in a desperate clash on the island itself, but the Renegade proves as slippery as his reputation suggests.
