Dick Urbanski is a cop trying to help a Chicago gone crazy. First, he must help stop a giant creature who is eating cars. Then, he must help the Fire Department deal with a woman who is burning. While Dick is trying to help them a local doctor has discovered that the problem is a virus. Dick is able to help the Fire Department control the burning lady by trapping her on Navy Pier. While they are taking a breather the doctor runs up and tells them about the virus. Unfortunately, they are on the National News when she does and Dick says that now no one will let them leave the city.
