Tracy arrests Danny Wilts, who admits to rigging the streetlights to explode. It was part of Mrs. Volts' plan to create a diversion that allowed her gang to steal electrical equipment. A hijacked drive manages to escape the Volts gang with Flapsie the Dog's license medallion. Tracy traces the license owner, but an insider tips Mar. Volts that the police are closing. She and one of her drivers escape with a truckload of electrical equipment but decide to dump it to give themselves a better chance of eluding capture.
