In "Blackmail Racket," Dick Tracy inches closer to catching Shaky, who turns to Vitamin Flintheart for help in a desperate bid to escape. As the chase heats up, Shaky sets a fire that spirals out of control—only to vanish into a smoke stack, believing himself safe. But when he tries to hide in a culvert, the freezing water seals his fate.

In "The Plan Fails," Dick Tracy inches closer to capturing Shaky, only for the criminal to turn the tables by manipulating Vitamin Flintheart into aiding his escape. As Shaky sets fire to a building, the blaze spirals out of control, leaving him seemingly dead in the smoke stack—only to vanish into the shadows. His next move leads him to a culvert, where he finds himself trapped by freezing water, his escape now hanging by a thread.
