A band of Big Boy Caprice’s thugs led by Flattop boards a smuggling boat belonging to Lips Manlis and slaughters the crew, firing the first shot in a new gang war between rival gangsters Caprice and Manlis. Manlis’ enforcer Shoulders beats Itchy to a pulp demanding to know the whereabouts of Flattop, while Tracy and Sam, searching for Flattop as well, rough up low-level hoods for the same info. Tracy suddenly faces allegations of skimming money from the evidence locker. A flashback to Tracy’s graduation from the police academy reveals a heretofore unknown truth about former Chief Brandon.
