The series grew out of a long creative partnership between Percy and Cassara forged during their acclaimed Krakoan-era X-Force run, with Percy also drawing on his extensive prior work scripting Wolverine across multiple titles. Percy has described the assignment as a reunion that both he and Cassara had been eager for since Cassara moved from X-Force to the flagship X-Men title. Editor Mark Basso, alongside assistant editors Drew Baumgartner, Cy Pedro Beltran, and editor-in-chief C.B. Cebulski, shepherded the book, which Percy and Basso framed publicly as an 'evergreen' action narrative with an '80s and '90s thriller sensibility — deliberately accessible to readers arriving straight from the cinema. Bleeding Cool reported the series announcement in September 2024, with an on-sale date of January 1, 2025 and a cover date of March 2025, following directly on the heels of the prior Deadpool & Wolverine: WWIII mini-series and the Weapon X-Traction backup strips.
