Black Lightning and Blue Devil take center stage in this New 52 team-up arc, with Ryan Sook's cover depicting both heroes facing down a massive, looming Tobias Whale — whose enormous grimacing face and outstretched hands dominate the composition as a crowd of shadowy figures surrounds the duo below. The tagline "Puppets of Tobias Whale!" makes the threat immediately clear, and the contrast between Black Lightning's crackling electric composure and Blue Devil's demonic snarl suggests two very different personalities forced into the same dangerous corner. With Marc Andreyko writing and a full artistic team including Robson Rocha and Eduardo Pansica on interiors, this February 2013 issue looks like a genuinely fun showcase for two underutilized corners of the DC Universe.
