"The Hooded Menace" recounts how a secret organization called the Hooded Men terrorized the nation from 1900–1906 with campaigns of brutality, until the State Militia acted with rapid efficiency to disband them. The story then shifts to a separate narrative involving criminals named Coll and Dutch Schultz, depicting a truck heist and subsequent violence, followed by a detective story where a man investigates a mysterious woman and discovers clues leading to a phone number and an address.
