Charles Biro's cover for this May 1948 issue captures a tense street-corner shakedown: a sneering thug in a green suit brandishes a knife at a blind war veteran selling newspapers, coins scattering through the air as the victim delivers a quietly devastating comeback. The "Crime Does Not Pay / Obey the Law" banner overhead gives the whole scene a sharp moral charge that was the hallmark of Lev Gleason Publications' crime comics.
