Mechanical engineer Eric Fenn has spent years perfecting an intricate automated doll called Peter Plastic, but a lightning strike during a violent storm transforms his failed experiment into something far more troubling—a sentient, electrically charged creature that takes flight and begins leaving destruction in its wake. Lieutenant Jones and Skooby execute a clever trap to catch "the Pirate," a cunning mercenary working for T.H.E.M.—they pose as fishermen picking up a secret document, knowing the Pirate's boss will order an attack on the open water. When a smoke-screen assault and magnetic aircraft swoop in to steal their boat, the Lieutenant must fight his way aboard a rising vessel, battle the Pirate's brutal henchman, and confront the mysterious criminal himself before facing an even deadlier threat from above.
