Minako Aino, a brash, irresponsible thirteen year old dreamer, is given a transformation wand by a talking cat, the wand the key to transform into the masked warrior he dubs Sailor V. Artemis then tells her of a plot by an organization known as the Dark Agency to sow sabotage and destruction on Earth.
