The Cobra Commander miniseries was produced under the Energon Universe banner — a shared comics universe developed by Robert Kirkman's Skybound Entertainment (an Image Comics imprint) in collaboration with Hasbro, which took over the Transformers and G.I. Joe licenses from IDW Publishing after IDW's contract ended in 2022. Kirkman began developing the universe in 2021 and launched it in June 2023 with the surprise Transformer reveal in Void Rivals #1. Cobra Commander, written by Joshua Williamson (known for DC's Superman run) with art by Andrea Milana (Impact Winter: Rook) and colors by Annalisa Leoni (Oblivion Song), was the second G.I. Joe miniseries in the line — following the Duke series — and was produced in close collaboration with Hasbro, whose press team co-announced variant cover lineups and interior previews alongside Skybound. Issue #2 was published February 21, 2024, and its solicitation copy was notably updated before release to incorporate the Megatron reveal from issue #1, reflecting the editorial decision to keep that plot development a surprise until the debut issue was in readers' hands.
