This anthology issue contains two main stories: "The Catman and The Kitten" features the Catman and his feline sidekick battling the villainous Deacon and Mickey, with the heroes pursuing Gaines after the destruction of the Deacon's car, ultimately apprehending him at the county jail on war bonds-related charges. "Little Leaders" follows Mickey and The Kitten as they intervene to stop a fleet of U.S. bombers from crashing, with their controls shot out and the aircraft in a dive toward a northern base. The issue also includes "Blackout Butcher," a text story about Sam Barrow, a butcher's assistant who becomes entangled in an illegitimate black market meat operation during wartime, ultimately exposing the scheme to authorities after discovering his boss's criminal dealings.
