Captain Tootsie and two young children board an experimental Army rocket ship to fly to the planet Venus. Upon arrival, they encounter the inhabitants of Venus, who initially appear savage but reveal themselves to be a highly civilized society that disguises their advanced nature to avoid detection. The Venusians attempt to extract Captain Tootsie's secrets about Earth's atomic weapons, but Captain Tootsie manages to help the children escape and they eventually return to Earth, leaving behind a promise of peace between the two planets.
