In "The Lawless Legion," Billy Batson finds himself caught in a dangerous web when he’s assigned to cover the trial of the notorious criminal Giggy Golton—only to witness the murder of a key witness. With the prosecuting attorney threatening to expose more damning evidence, Captain Marvel must step in to protect the next target, racing against time to stop a killer before the law itself is undone.

By the time this issue went on sale in late October 1941, Fawcett's Captain Marvel Adventures was already only a few months old, having launched in early 1941, and was being published every four weeks rather than on a strict monthly schedule. The interior story art was drawn by George Tuska, then an early-career artist still finding his style, working from Fawcett's house style guides associated with series co-creator C.C. Beck, who provided the cover. The Lieutenant Marvels had debuted just weeks earlier in Whiz Comics #21 (published August 8, 1941), so their reappearance here in Captain Marvel Adventures #4 was a rapid follow-up capitalizing on the concept; the three characters' physical designs were modeled on real Fawcett Comics staff members Paul Peck (Tall Billy), Ed Hamilton (Hill Billy), and Frank Taggart (Fat Billy). The scripters for the interior stories were mostly anonymous, consistent with the rapid, assembly-line production style that characterized the early Captain Marvel Adventures run.
