While out walking around town one day, Billy rounds the corner and discovers a section of town totally missing. Soon more areas disappear, so Captain Marvel looks into the situation and discovers that Sivana and his Atomizer Ray are responsible. Unless Marvel backs off and leaves the evil doctor alone, the World's Maddest Scientist threatens to kill off hundreds of city residents.
