This 1994 Marvel one-shot puts Captain America front and center — literally, with his determined close-up dominating the left side of the cover while a smaller action scene unfolds behind him, showing Cap in full costume charging forward alongside a blond ally, shield in hand, facing down a masked figure in green who stands commanding over rows of armed soldiers. M. C. Wyman's pencils and Romeo Tanghal's inks give the composition a real sense of scale and threat, with that yellowy haze and the crowd of raised hands lending the scene an ominous, crowd-control tension. Roy Thomas and Rich Buckler bring their craft to "The Medusa Effect," making this a compelling package for any Cap fan.
