Beyond the lead story, its Nomad back-up — written by Fabian Nicieza — is a pivotal transitional moment for Jack Monroe: he sheds his spandex costume in favor of a darker, street-level vigilante look, directly setting up his own 1990 miniseries. The issue also delivers a WWII flashback that, unusually for the era, weaves Howard and Maria Stark into the Howling Commandos' wartime adventures, deepening Tony Stark's family mythology years before the MCU made that thread famous.
In "The Terminus Factor Part 1 - You Are What You Eat," Captain America teams up with Iron Man to investigate a volatile volcano, only to uncover a mysterious glowing substance that contaminates the local pond. When the villagers begin eating the fish and suddenly turn violent, Captain America finds himself fighting not just the chaos, but the unsettling truth behind what's making them lose control.

The annual was the first Captain America Annual since 1986, published in September 1990 under editor Ralph Macchio and editor-in-chief Tom DeFalco, with three separate creative teams handling its three stories. Roy Thomas and Jim Valentino handled the lead Terminus Factor chapter; Randall Frenz and Mark Bagley crafted the Howling Commandos WWII flashback; and Fabian Nicieza with penciller Don Hudson produced the Nomad strip — the second installment of a Nomad solo showcase Nicieza had begun in Marvel Comics Presents #14, which together convinced Marvel editorial to greenlight the four-issue Nomad miniseries later that same year. The cover was painted by veteran artist Herb Trimpe.
