This issue falls squarely within the Mark Waid era of Captain America Vol. 3, the series that brought Steve Rogers back to Earth-616 after the 'Heroes Reborn' pocket-universe detour. By issue #15, Waid had transitioned from his opening collaborator Ron Garney to Andy Kubert on pencils, with Jesse Delperdang inking and Chris Sotomayor on colors — a team that gave the arc its distinctly kinetic, slightly harder-edged look compared to earlier chapters. The Red Skull's return was a long-gestating plot thread: the Skull had been trapped inside a Cosmic Cube since Captain America Vol. 1 #448, and Waid carefully set up his escape across the preceding issues before this one fires the starting gun on the confrontation proper. Bob Harras served as Editor-in-Chief at Marvel during this period.
