Bomb Queen #1 launched one of the most tonally distinct creator-owned superhero satires of the 2000s by placing an unabashed supervillainess — rather than a hero — at the center of civic life, inverting the foundational premise of the genre. Robinson's concept, in which a city's populace genuinely prefers rule by a bomb-wielding dictator over conventional law and order, functions as a sustained dark-comedy critique of political complacency and the myth of the benevolent protector. The first issue introduced Bomb Queen herself, her black cat Ashe, the political foil Robert Woods, and a cameo appearance by the satirical superhero Ace Justice, establishing the full cast skeleton that would sustain eight mini-series and four one-shots across fifteen years. As one of Shadowline's most adult-oriented and longest-running titles, it also helped define the mature-content boundaries of Jim Valentino's revived Image imprint.

Jimmie Robinson — a California-born creator who had previously self-published Cyberzone under his own Jet Black Graphiks imprint before landing at Image with Amanda & Gunn — conceived Bomb Queen as a creator-owned action/satire series and brought it to Image Comics' Shadowline imprint, helmed by Image co-founder Jim Valentino. Robinson handled all core duties on the first volume — writing, penciling, inking, coloring, and lettering — with Angel Marin providing colors and Shadowline editor Kristen Simon overseeing production. In a 2008 CBR interview, Robinson acknowledged that early in the run he and Shadowline were 'careful not to go too far,' pulling back on certain gags, though the book's tone grew increasingly unrestrained as readership solidified.
