Blue Bolt #9 is an anthology featuring Sub-Zero Man, who uses a freezing blast attack in combat; Blue Bolt and Dick Cole in an underwater adventure involving the "Helga" ship fighting off destroyers and enemy forces in Arctic waters, ultimately protecting a mine-field and returning safely to port; and Old Cap Hawkins' Tales, a historical feature about retired sea captain Joey entertaining a boy with stories of American naval traditions, including an account of Stephen Decatur's 1804 action at Tripoli and his 1812 War capture of British vessels.
