The premise, set in the immediate aftermath of the 'Extreme Sacrifice' crossover, gave writer Mary Jo Duffy room to explore what happens to super-powered young people when the institution that created them walks away — a more socially grounded angle than most Extreme Studios titles of the era. It also marks an early showcase for artist Pat Lee, then at the start of his professional career, whose work carried a distinctive pseudo-anime quality that distinguished it from the house style of its contemporaries.

The Bloodpool team was conceived by Rob Liefeld as a feeder program for his flagship Youngblood squad, expanding the Extreme Universe with a roster of genetically and cybernetically enhanced teenagers. Liefeld handed scripting duties to Mary Jo Duffy — a Marvel veteran whose credits ranged from Power Man and Iron Fist to Star Wars — who was also writing the Glory ongoing series for Extreme Studios at the same time, making her one of the imprint's primary narrative voices in 1995. Pencils were provided by Pat Lee, with inks by Jaime Mendoza, lettering by Kurt Hathaway, and editorial oversight by Eric Stephenson. The issue shipped with an August 1995 cover date and was collected, along with the remaining three issues of the limited series, in a trade paperback published in 1996.
