Once a year, in conjunction with the "Inventor's Club," the Blackhawks test out new inventions that may lend themselves to industrial use, such as the Flying Buzz-Saw, or the Mechanical Caterpillar, or the Radio Man, a giant robot. Hearing reports of strange goings on, a group of reporters discover the testing. Shortly after, the machines are stolen by Baron Kram and his henchmen, who proceed to test the machines in their own way.
