Kasper Cole learns that Det. Scruggs ordered the hit on his father. As Black Panther, Cole finally confronts Lt. Sal Anthony, but leaves before doing anything when he thinks that Anthony is on to him. But, unknown to Cole, Anthony believes that Sgt. Tork is the cop acting as Black Panther. Tork is captured by Anthony's men and Kibuka, the mythical leader of the 66 Bridges gang.
