The cover by Gary Frank and John Dell sets a vivid tropical scene — Black Canary, in her distinctive black-and-gold costume, is mid-combat on a sunny beach, delivering a fierce kick that sends an armed opponent flying while military helicopters circle ominously overhead. The mock-tourist tagline "Sultry Santa Prisca: Your Vacation Paradise!" gives the whole thing a wonderfully sardonic edge, promising that this paradise is anything but peaceful. Chuck Dixon, Stefano Raffaele, and Bob McLeod bring the Black Canary and Oracle partnership to this special 1997 one-shot, and if the cover is any indication, the action hits hard from the very first page.
