Part 4 of the War Games crossover lands here in Batman: Gotham Knights #56, and Jae Lee's cover sets a striking, atmospheric tone — Batman looms at the top in full cape, casting a long shadow over a chaotic gathering of Gotham's underworld below, including a hulking, ram-horned figure, a gun-toting character in a long coat, and several other menacing figures including what appears to be Penguin in his top hat.
