Failsafe has taken over Gotham City and has captured many of Batman's allies, waiting for Batman's return. Meanwhile, Batman has taken refuge in Atlantis to heal from his wounds, but by the time Failsafe deduces his location, Batman has fled to the JLA Watchtower on the Moon, leading to a confrontation between Batman and Failsafe on the Moon.
