Hulk stöter på en samling "freaks" på rymmen från en cirkus där de ställts ut och utnyttjats för sin speciella fysisk. Med sig har de även den mystiska sjöjungfrun Meriam. Brottets cirkus kommer ikapp rymlingarna och Cirkusdirektören lyckas hypnotisera och neutralisera Hulk. De andra "freaksen" lyckas till slut väcka Hulk och befriar Meriam som torteras av Cirkusdirektören i jakt på de urgamla hemligheter som han tror hon har kunskap om. Hulk och hans nya vänner besegrar Brottets cirkus och återbördar Meriam till havet.
