The villainous organization O.G.R.E. is back, and this Nick Cardy cover makes the threat feel urgent and immediate — Aquaman, his orange-scaled costume partially concealed beneath a torn civilian disguise, stands over a downed enemy agent while masked O.G.R.E. operatives loom from a green armored vehicle behind him, a dropped submachine gun at his feet. The cover's speech bubble — "The masquerade is over, Sea King… and a fish out of water must — die!" — sets up a wonderfully tense premise, with the King of the Seas caught far from his element. Bob Haney's writing paired with Cardy's sharp, dynamic artwork makes this February 1967 issue a thoroughly satisfying entry in the series.
