Learning that Arthur has been hospitalized following his battle with Shaggy Man, Mera and Joanna arrive at the Amnesty Bay hospital, where a crowd of supporters have gathered. Arthur's heroic actions against Shaggy Man have swung popular opinion back in his favor, he is now considered a hero again instead of suspected of being a terrorist. Arthur learns of N.E.M.O. and their attempts to discredit Atlantis from Joanna. Black Manta decides to up his game and orders N.E.M.O. forces to attack American cities posing as Atlanteans in order to bring about a war between Atlantis and the USA.
