Crooks hold an old man hostage for ransom but he smuggles out a code written in tic-tac-toe games. Steve Rogers and Bucky come across gangsters accosting a garbage collector. They change to their costumes and fight them until one of them spooks the garbage collector's horse which takes off with Bucky on top of the wagon. Cap leaves the crooks to rescue Bucky who finds the newspaper with the code. Bucky figures out that it is an address. They arrive just as the crooks were planning on killing the man now that they had received their ransom money. Cap and Bucky defeat the crooks and save him.
