As the Joes meet up with Joe again in New York, the Commander plots to take over the laser system run by Joe and Jane. He does,but only temporary, so as to launch a laser beam towards a cargo ship carrying drugs to Broca Beach by the Headman and his Headhunters, which hits dead on, destroying the ship. The Commander then escapes undetected, and plots to really get the Joes bad, no more fooling around.
