A grumpy man named Cole hates toys and refuses to sign a contract with Tommy's father until the toys are disposed of. On hearing of a flood in the town where Cole's circus is playing, Zatara magically enlarges Tommy's locomotive, airplane and boats, which rescue flood victims and the zoo animals.
