Prog 699 of 2000 AD arrives in October 1990 bearing a sobering tribute — "In Memoriam: 60,000,000 Mega-City One Citizens" — that sets a heavy tone for "Necropolis: The Bitter End." Dermot Power's cover artwork places a grim-faced Judge Dredd striding forward through what appears to be a landscape of rubble and railroad ties, while silhouetted survivors stand dazed in the smoky background, flowers drifting hauntingly above.
