The taglines "Universal Havoc!" and "It's the Platinum Horde's Last Stand!" frame the stampeding mob, promising that whatever's building inside has reached a fever pitch. Inside, Alan Moore and John Higgins continue "Portrait of a Mutant" at Part 15 — fifteen installments deep and clearly far from finished with the chaos.
