What you’re looking at

This is not a cartoon or satirical content page—it's a **legal ownership statement** required by federal law. The page documents that *Captain Billy's Whiz Bang*, a monthly satirical magazine published in Robbinsdale, Minnesota, is owned and managed by W. H. Fawcett and his son Harvey Fawcett as of April 1, 1922. Under the Act of Congress from August 24, 1912, publications had to publicly declare their ownership, editorial staff, and circulation details. This document fulfills that requirement, listing the publisher, editors, business managers, and confirming W. H. Fawcett as the sole stockholder. There is no satirical content visible here—it's administrative paperwork, likely included in the magazine to comply with postal regulations.
