What you’re looking at
This page is not a cartoon but a legal document: a **Statement of Ownership and Management** required by federal law for periodicals. It declares ownership of **Captain Billy's Whiz Bang**, a monthly satirical magazine published in Robbinsdale, Minnesota as of October 1921. The document lists publisher/editor W. H. Fawcett and business manager Harvey Fawcett as principal owners, with stockholders including Claire Fawcett, George D. Meyers, and Robert P. Kirby. This is mundane administrative compliance filing—typical of early 20th-century magazine publishing regulations. There is no satirical content visible here, only formal ownership disclosure sworn before notary Edith M. Keegan on September 9, 1921.
