What you’re looking at
This is **not a cartoon or satirical content page**—it's a legal ownership statement. The Postal Service required all publications to file these declarations under the Act of August 24, 1912. The document certifies that *Captain Billy's Whiz Bang*, a monthly magazine published in Robbinsdale, Minnesota, is owned and managed by W. H. Fawcett, with Harvey Fawcett as business manager. There are no stockholders or bondholders beyond Fawcett himself. While *Whiz Bang* was indeed a satirical humor magazine popular in the 1920s, **this particular page contains only bureaucratic filing information**—the type of disclosure statement that appeared in publications during this era to maintain mailing privileges.
