Note by a Professional Pessimist. HERE are actually only two forms of government. One form js where the buck can be passed by one man, and the other is where the buck can be passed by a group of men, who are supposed to represent the people. One form is called a monarchy and the other a democracy. In the first case, the people stand it as long as they can, and then kill the one man (a king or emperor), and in the second case they gradually permit their affairs to be so tangled up by the group who are constantly passing the buck, that they are eventually ruined by the mountain of taxation.
