Germany Grows Sensitive ERMAN Under-Secretary Zimmerman’s official defence of the shooting of Miss Cavell wasn't so bad. If there was no one in the world but Germans it would be excellent. As it is, it would be hard for Col. McClellan to do much better. The truth is that the formal shooting of this English woman is evidence of a marked improvement in German war manners. Miss Cavell had a trial of a sort; she admitted guilt of a kind; whereas on occasion before the battle of the Marne Germans shot, as ordered, men, women or children, untried, unaccused. And far worse than shooting befell many women then! No apologies or explanations followed then. It was ordered; that sufficed.
