Naval officers lead clean lives. If it had not been for the young officers who are being added to the navy from time to time I do not think I should have issued the order. The old officers could take care of themselves. That is to say that finding that the existing regulation of drinks in the navy was producing temperate officers, the Secretary changed it. The old officers, brought up in the right and moderate use of intoxicants, could take care of themselves, but for fear the young officers might learn to handle their liquor as well as their elders, the Secretary ruled all intoxicants out of the navy. It is important to know how to swim, but folks who go into the water are sometimes drowned. Water is dangerous even to swimmers.
