There was once a memorable case of lynching at Cincinnati under similar circumstances. Either that precedent must be followed or the penitentiary must be greatly enlarged. PANAMA AND NICARAGUA. USSIA FAVORS the Panama canal, and thinks the canal should be built under French control. She says that England and Japan are ready to join the United States in the Nicaraguan enterprise, and Russia must do something to protect her trade in China and Corea.
