This is the North Carolina Blue Book for 1918, compiled by Legislative Reference Librarian W. S. Wilson under a 1917 state law requiring the creation of a public roster of state officers and employees with compensation. The book provides a statutory framework mandating the detailed collection and publication of government payroll data across all state departments, educational institutions, and charitable establishments. The contents include legislative, executive, and judicial departments; administrative agencies; state educational facilities including universities and normal schools; charitable institutions for the insane and infirm; county and municipal bonded indebtedness; and appropriation laws.
