This science fiction serial depicts a catastrophic global flood triggered by a descending nebula. Protagonist Cosmo Versal, a scientist, constructs an ark to preserve selected humanity. The narrative follows his decision to rescue the insane financier Amos Blank, historically the architect of monopolistic oppression, who surfaces with worthless certificates and attempts bribery for passage while remaining powerless aboard.

The text then surveys European responses to the impending deluge. Germans dismiss warnings and construct dirigibles for pleasure craft. French engineers, concluding balloons and airships cannot survive the predicted conditions, build a submarine named Jules Verne under engineer Yves de Beauxchamps's leadership. Panic spreads throughout Africa and Asia despite scientific reassurances. The narrative describes Alpine glacial disasters preceding the ocean's catastrophic rise, and depicts hundreds of airships succumbing to rain and winds as the nebula approaches and the flood engulfs Europe and the British Isles.
