At 15 degrees elevation bearing 091°, multiple observers—members of a military detachment—witnessed a brightly illuminated object that rapidly changed colors from red to green to white. Some observers reported the object moving; others disputed this, claiming it remained stationary. A brief radar blip appeared during the visual observation. Weather conditions were clear. The object was visible both to the naked eye and through binoculars. The report concludes that the visual object was likely a star, specifically Deneb. Analysis notes a weather balloon launched from Soviet stations near Hokkaido at approximately 2100 hours local time, suggesting the balloon may account for the sighting, given excellent nighttime visibility and the timing correspondence.
