A grim product of DC's darker 1990s sensibility, Lock-Up made his entrance in Robin #24 in 1996, courtesy of writer Chuck Dixon and artist Aaron Lopresti. Over a publishing history stretching all the way to 2021, this villain has crossed paths with a remarkable roster — Green Lantern, Firestorm, The Flash, the Penguin, and even Lyle Bolton share pages with him — turning up across Catwoman, Robin, and the sweeping Infinite Crisis Omnibus.
