Who is Dr. 13?

A skeptic in a world that refuses to stay rational, Dr. 13 made his Bronze Age entrance in The Phantom Stranger #34 in 1974, brought to life by Steve Skeates and Tony DeZuniga. He's the kind of DC character who earns his keep precisely because he's surrounded by the uncanny — sharing pages with the Phantom Stranger himself, as well as figures like Prince Amentep and Misty Kilgore — yet apparently remains unconvinced by all of it. Across a remarkable 44-year publishing span stretching into 2018, he's turned up in Grant Morrison's ambitious Seven Soldiers universe alongside Zatanna, cementing his place as one of DC's more fascinatingly contrary presences.
