Who is Count Vertigo?

Count Vertigo is a DC villain who first appeared in 1981. A European nobleman with a hereditary inner-ear disorder, he uses a device implanted in his skull to project disorienting vertigo effects onto others, initially clashing with Green Arrow and Black Canary.
