"Illustrated Chips" #1660 is an anthology comic featuring three main stories. "Ten Horse Power Dick: A Grand Tale of the Boy Who Can Make Things" follows a resourceful young mechanic named Dick Hayling who solves problems and pursues various mechanical projects, culminating in his discovery of mysterious documents related to a motor-car engine while working in London.
